Coinbase is one of the hardest platforms I have ever tested, but Japanese numbers from SoftBank have worked for me twice out of maybe seven attempts. +81 codes carry genuine weight because Japan is a major financial market, and Coinbase cannot afford to block legitimate Japanese users.
The setup has to be perfect. SoftBank number, brand new, zero crypto history, Japanese IP address, browser language set to Japanese, device that has never run a crypto app before. Even then it mostly fails. I only mention this because if you absolutely need to test Coinbase's onboarding, Japan is the least bad option I have found.
